Can ping ip address but not connect

It appears to be this one public IP address that it doesn't know what to do with. I have another Astaro device which does connect to the specific public IP and in

But when i open up firefox/safari every web site says "unable to connect" and then when i go into my wireless utility i can ping say google.com in 40 ms with 0% packet
